The following are instructions specifically for someone who lives or works in Seattle. They can be modified for other jurisdictions as well. For a soft copy of this page click here.
Please write a letter with the attached analysis to Seattle Mayor Bruce Harrell, Box 94749, Seattle, WA, 98124-4749.
As he has already ignored similar requests you can also click the link to file a public accommodation discrimination complaint with the Seattle Office for Civil Rights. Under “Incident Location” note “Seattle (General).” Under “Description or Question” note “I wish to join in the discrimination complaint by Philip Irvin dated December 6, 2023.” Fill in your name and contact information and under “What are you contacting us about” check the box “Public Accommodation.”
A letter to the Mayor should say something like:
Dear Mayor Harrell:
The City of Seattle has flown Gay Pride and Progressive Pride flags which I find abhorrent in numerous official locations. As these convey the “beliefs” and “attitudes” of the LGBT community, Seattle’s own Unfair Public Accommodations Practices law requires that Seattle must give the same non-discriminatory support for the “beliefs” and “attitudes” about sexual orientation and gender identity of other groups and individuals. Please see the attached analysis of the relevant sections of the Seattle Municipal Code.
I align with the beliefs and attitudes conveyed in the Demand Equal Treatment flag found at DemandEqualTreatment.com. Please ensure that the City of Seattle and all of its subdivisions either (1) display the Demand Equal Treatment flag in the same locations and in the same manner for similar periods as has been done for the Pride flags or (2) cease to display any flags relating to sexual orientation or gender identity.
While the LGBT community claims to be seeking equal treatment, the deluge of Pride flags conveys dominance of their beliefs and attitudes and subjugation of others. I, instead, am seeking equal treatment.
I request a reply to this letter. I require that you establish a clear plan to deal with this issue within a month and provide me with a copy of this plan. Additionally, as Mayor of the City, I am seeking assurances that no City employee will be bothered for displaying or wearing the Demand Equal Treatment flag in a manner that is already allowed of the Pride flag.
If this is not done I am asking for damages for this affront to my closely held beliefs and attitudes about sexual orientation and gender identity. If the City openly violates the clear wording of its own anti-discrimination law, it encourages other establishments in the city to do the same thereby making the whole city a hostile environment for these victims of discrimination. This exposes the city to significant damage claims from myriad claimants.

You can also send similar correspondence to various Seattle City Council members, the Seattle Office for Civil Rights, the Seattle Parks Department (responsible for placing a Pride flag on the Space Needle), the Seattle School Board, letters to the editor, friends in Seattle to ask them to send similar letters and people in other jurisdictions to modify this approach for the specific non-discrimination code in their areas.
When you get a reply please let us know in the Contact Us section of the website and we will let you know if we need a scan of your letter and the reply.

The Seattle Municipal Code (SMC) Chapter 14.06 – UNFAIR PUBLIC ACCOMMODATIONS PRACTICES provides:
Under SMC 14.06.020 – Definitions
“Sexual orientation” means actual or perceived male or female heterosexuality, bisexuality, or homosexuality, and includes a person’s attitudes, preferences, beliefs and practices pertaining thereto. (emphasis added)
“Gender identity” . . . also “includes a person’s attitudes, preferences, beliefs, and practices pertaining thereto.”
Legally protected sexual orientation and gender identity include a person’s attitudes and beliefs pertaining to sexual orientation and gender identity. One person may believe that there is nothing wrong with any sexual relations between consenting adults. Another on a more extreme end may believe that homosexual relations must be promoted to reduce the population and the human ecological footprint. Finally, another with a religious bent may believe that homosexual relations condemn a person to an eternity in his definition of “hell.” Attitudes and beliefs regarding “Gender identity” range from transgenderism being wholesome on one hand or that it is evil on the other. While some attitudes and beliefs may be repugnant to you or others, the law protects all attitudes and beliefs about sexual orientation and gender identity equally and they are an integral part of sexual orientation and gender identity respectively.
The equal treatment of attitudes and beliefs is hammered home by,
SMC 14.06.010 B. “This chapter shall not be construed to endorse specific beliefs, practices or lifestyles.”
Seattle has acquiesced to requests by those whose “attitudes and beliefs” correspond to those of the LGBT community to officially fly Gay Pride or Progressive Pride flags in numerous official locations including the top of the Space Needle.
To say that these are only recognizing a people group and not their “attitudes and beliefs” about sexual orientation and gender identity is laughable. The very name of these flags includes “pride.” You cannot have pride in something if you believe or even have slight doubts that it is morally right. Pride flags promote a complete repudiation of the concept that LGBT actions are morally wrong and thereby overtly promote specific “attitudes” and “beliefs.”
Under 14.06.020 “Discrimination” means any conduct, whether by single act or as part of a practice, the effect of which is to adversely affect or differentiate between or among individuals or groups of individuals, because of . . . sexual orientation, gender identity . . .
As Seattle has formally and officially flown Gay Pride and Progressive Pride flags promoting the attitudes and beliefs about sexual orientation and gender identity from one group of people, I am herein demanding that it behave in a nondiscriminatory manner and display the Demand Equal Treatment flag in the same locations and the same manner for similar periods of time. The flag can be located at DemandEqualTreatment.com for downloading and printing and has the fixed meaning that “(1) Sex outside of a man and woman united in marriage is morally wrong. (2) It is morally wrong to change or choose your gender.” If equal, non-discriminatory treatment is not forthcoming I request damages be awarded to all aggrieved parties.
The Unfair Public Accommodation Practices code does not allow exceptions for any protected class. If it were claimed that Seattle was only supporting an “oppressed minority group” that argument would fail since “attitudes” and “beliefs” supportive of LGBT practices are in the majority in Seattle and it is those who support the values of the Demand Equal Treatment flag that are the oppressed minority who would deserve special support.
